This recruitment is for one (1) permanent, full-time and one (1) project, full-time Health Services Consultant 4 (HSC 4) position. 

The project position is currently funded through June 30, 2022.The duty station for these positions is Tumwater, WA. Due to the COVID-19 pandemic, telework (Mobile-work) is currently expected. When approved to return, the incumbents are expected to report to the duty station for work activities.

Permanent Senior Policy Analyst

This permanent Senior Policy Analyst supports the mission of PCH by advancing policy objectives at the federal level, including receiving direction from the agency and division, coordination with the Office of the Governor and the state’s congressional delegation, federal agencies, and national, state, and local partners with similar interests in federal policy. 

This position also supports the Office of Nutrition Services (ONS) with policy development to create opportunities for people with limited resources to make healthy nutrition choices and support healthy eating, breastfeeding, access to healthy foods, and physical activity through contracts with local health jurisdictions, community agencies, tribal organizations, and food retailers.  This position provides expert policy planning and development and leads policy work for ONS and at the federal level for all offices in the division.

Duties include:

  • Support the policy goals of the division by serving as the division federal policy expert.
  • Review, analyze, report on, and track proposed legislation, rules, fiscal proposals, and other policy actions that impact multiple stakeholders in the division’s program areas.
  • Develop proposals, including proposed rules, legislation, and supporting documents that solve problems, or meet other program needs.
  • Guide and monitor the implementation of policies.
  • Develop and promote partnerships between PCH programs and key partners at local, state, and national levels, to support coordinated awareness, response, and advocacy on policy issues of importance to PCH.
  • Assists with emergency response activities as assigned during a public health emergency.

Project Senior Policy Analyst

This project Senior Policy Analyst supports the mission of PCH by advancing policy objectives concerning the COVID-19 response and vaccine planning. This position also informs policy development, rulemaking, and responds to public records requests.  This position provides expert policy planning and development and collaborates on policy work for the Office of Immunization and Child Profile (OICP), and the Office of the COVID-19 Division Response. 

Duties include:

  • Support the policy goals of the division by serving as a policy expert for legislative assignments and analysis concerning the COVID-19 Division Response.
  • Review, analyze, report on, and track proposed legislation, rules, fiscal proposals, and other policy actions that impact multiple stakeholders in the specific program area.
  • Develop proposals, legislation, and supporting documents that solve problems, or meet other program needs.
  • Guide and monitor the implementation of policies.
  • Support the Office of the COVID-19 Division Response with policy, public disclosure requests, and special projects.
  • Assists with emergency response activities as assigned during a public health emergency.

What we’re looking for

Required Qualifications

  • Option 1: A Bachelor’s degree or higher; AND two (2) or more years of demonstrated experience analyzing legislation for a public agency, non-profit, or other organization.

OR

  • Option 2: Five (5) or more years of demonstrated experience analyzing legislation for a public agency, non-profit, or other organization.

AND

  • Demonstrated experience in the following: 
  1. State or federal legislative experience.
  2. Familiarity with rulemaking processes and statutory requirements.
  3. Policy research and bill analysis.
  4. Stakeholder management.
  5. Project leadership.
  6. Outstanding written and verbal communication skills.

 Desired Qualifications

  • Two (2) or more years of demonstrated experience in quality improvement/quality assurance activities.
  • Project management experience.

  • Work standard business hours of Monday-Friday from 8 a.m. to 5:00 p.m., but the incumbent may be expected to adjust the work schedule to meet business needs.
  • Work outside of regular office hours or as assigned, potentially on holidays during the annual legislative session to meet workload demands.
  • Work in excess of 40 hours per week when necessary to perform the core functions of the position.
  • Occasionally travel, as needed, either alone or with another person, overnight, for several days and/or out of state. 
  • Legally operate a state or privately owned vehicle or provide alternative transportation while on state business.
  • Move objects and materials weighing as much as 25 pounds.
  • Participate in emergency response activities and when the Agency Coordination center is activated.
